Who supervises what, where
An organisation does not arrive asking about an instrument. It arrives asking who has power over it, under what, and by when. These briefs answer that, one sector and one jurisdiction at a time.
§ 1 — How these are built
A brief is built only where a jurisdiction has instruments that reach the sector becauseit is that sector. Five sectors across seven jurisdictions would be thirty-five pages, and most of them would be the same cross-cutting law under different headings — so cells without their own sector instruments are not published, and the cross-cutting instruments that do apply are kept in a clearly secondary section on the ones that are.
